Assistance available for License Discount Program

The Morton Public Library will have a SHIP Counselor and Central Illinois Agency on Aging volunteer available to assist those individuals who qualify, in applying for the Benefit Access Program.  This Illinois program provides for a license plate sticker to be purchased for $24 (instead of $151) and a Ride Free Transit Card.  There is no charge for this service.

Eligibility requirements are:

  1. Illinois resident

  2. At least 65 or disabled (16 – 64 years old)

  3. Maximum income (including Social Security)

    1. 1 person $33,562

    2. 2 persons $44,533

    3. 3 persons $55,500

This service will be available on Wednesdays starting January 24, 2024 through April 2024.

Approved license discount certificates are good for two years and renewals may be submitted beginning 90 days before the License Discount Certificate Expiration Date.

Please have available the following for yourself, spouse, and any Qualified Additional Resident: 

  1. Social security number

  2. Birth date

  3. Address of residence

  4. Proof of disability, if disabled

  5.  2022 Federal Income Tax return (if one is filed)

  6. All 2022 1099’s and W-2’s 

Applications filed before April 19, 2024, must use 2022 income information. Applications filed after April 19, 2024, must use 2023 income data.
